When it won't work: the phone and the device must share one local network. Guest Wi-Fi hides the Stick. A Stick with no Wi-Fi yet needs the plastic remote, or a USB keyboard on the TV, until you join the home network. HiRemote will not drive a Stick dongle. That limit is by design.
Fix 5: Reset or replace a remote that will not lock on
If Home hold and a power-cycle both fail, treat the remote as the broken part. Pull both batteries for 60 seconds. Put them back. Hold Home for 10 seconds one last time.
